A DASHCAM owner who took to Toowoomba's streets to expose the worst of the city's drivers has released a second instalment of his YouTube series Toowoomba Bad Drivers Exposed.

It documents near hits and drivers using mobile phones, and reminds viewers of road rules.

It also shows many drivers not using lights in foggy conditions.

Drivers who are slow to take off at the lights are also berated.

"It's over 5.5 seconds before the driver notices the light change. Were they texting? Doing their make-up? For a fact they were not concentrating on driving," overlaid text reads.

The video names and shames some of the cars by publishing their registration details.

Posted by Toowoomba Driver Education, the channel states it is about "showing what happens out on Toowoomba's roads and asking drivers to THINK, REFLECT and IMPROVE on what they do when in control of a vehicle.

"Before anything can be improved, acceptance of failures and addressing of the problem needs to happen. We, as I now know many of you too, want a safe and considerate driving community in Toowoomba.

"It does seem that a vocal minority of viewers don't share this view, have trouble with the concepts shown, or just don't want to take action to improve - that is unfortunately (for the rest of us) their choice."
