Council puts renewed focus on Toowoomba business

MAYOR'S DESK: Local business is an important part of any community.

Toowoomba Regional Council has over the past 12 months placed a new renewed focus on our approach to purchasing products and services within our community.

The council has recognised that a responsible and progressive council is one that not only delivers services to our residents but also one that buys back products and services from our local business and traders.

Part of that renewed commitment has been in providing local businesses further opportunities, through more efficient processes, to participate in the multi-million-dollar business that is Toowoomba Regional Council.

In fact, in the 12 months to May, the council has redistributed our spend to the benefit of local suppliers (and therefore our region) by more than 100%.

That is, from about $5 million in July last year to more than $12 million as at the end of May 2015.

This process has taken time and our staff members have consulted widely with businesses and industry groups in order for the council to arrive at a position we believe is going to best suit the community.

As a result of that process, I am delighted to say that at our meeting earlier this week we approved changes to our Procurement Policy.

The changes offer further support to local suppliers.

Where purchasing activities require two quotations at least one quote must be from a local supplier and when calling tenders for local suppliers that meet all required criteria a 10% selection weighting will be applied.

For purchasing or procurement using quotes and on a case-by-case basis, where prices submitted by a local and a non-local supplier are comparable, officers have discretion to apply a price-only margin, up to 2.5% of the non-local offer, in a bid to support the local supplier.

I encourage local suppliers to register their details with the council in order to identify themselves, their products and services and, therefore, to promote greater business opportunities.

The Toowoomba region is home to some remarkable businesses and it is fitting the council does all it can to encourage local economic growth.
