AS THE clean-up continues following the second major inundation of the Mid North Coast in as many months, the State and Federal governments will offer natural disaster assistance.

Prime Minister Julia Gillard and NSW Premier Barry O'Farrell this morning announced a number of disaster assistance schemes to help with the cost of storm relief and recovery in 11 local government areas across NSW.

"The NSW State Emergency Service received a large number of calls for assistance, with the heavy rain, strong winds and flash flooding bringing down power lines and trees and ripping roofs off homes," Prime Minister Gillard said.

A natural disaster declaration has been made in the following 11 local government areas:

  • Ballina
  • Bellingen
  • Byron
  • Camden
  • Clarence Valley
  • Coffs Harbour
  • Kempsey
  • Kiama
  • Nambucca
  • Port Macquarie Hastings
  • Randwick

This declaration triggers a number of disaster assistance schemes to help with the cost of storm relief and recovery.

The Natural Disaster Relief and Recovery Arrangements aim to help families, business owners, primary producers and local councils to fix damage caused by the severe storms and flooding and ease some of the associated burden.

A fly-over during the height of the flooding on Saturday showed the great expanses that were the Bellinger, Kalang, Nambucca and Macleay rivers.

The Bellinger went close to near record 9-metre flood levels.

It peaked at 8.95m between 4am and 5.30am on Saturday.

Torrential rain has seen the town's Kalang Rd weather station record 229.6mm of rain this month and 852.6mm for the year to date.

On top of the plateau and Dorrigo has recorded its wettest February on record.

The catchment has received 707.5mm of rain this month with 322mm falling on Saturday.

So far this year, the town's official rain gauge has collected 1148.7mm.

In Coffs Harbour, the weather bureau says 847.8mm of rain has fallen so far this year.
